Rotation is a number, not a redraw
Every page in a PDF carries a rotation value of 0, 90, 180 or 270 degrees and readers apply it when they draw the page. Turning a page means changing that number. Nothing about the page content moves, which is why this is the one PDF operation with no quality cost whatsoever.
It also explains the common frustration: a viewer's rotate button often changes how the page is displayed in that window and never touches the file. Save, send it to someone and it arrives sideways again.
Where sideways pages come from
Document feeders that take a page in the wrong way round, phone scanning apps that guess the orientation from the image and guess wrong and landscape spreadsheets printed to PDF by software that assumed portrait. In each case the content is fine and only the declared orientation is wrong.
If the pages are images rather than text and they’re genuinely stored rotated rather than merely declared so, rotating here still fixes how they display everywhere.
Common questions
Why does my PDF viewer let me rotate but not save it?
Because most viewers rotate the view rather than the document. The page is drawn turned on your screen and the file is never changed, so the next person to open it sees it sideways again. This writes the rotation into the file itself, which is what makes it stick.
Does rotating a PDF reduce quality?
Not at all and this is the one operation where that is unambiguously true. A PDF page carries a rotation property that readers apply when drawing it, so turning a page changes one number and leaves every glyph, vector and image exactly as it was.
Can I rotate one page and leave the others?
Yes. Each page has its own controls under its thumbnail and the buttons at the top apply to every page at once. Mixed orientations in one document are perfectly valid, which is how a report with one landscape table is usually put together.
My scan is upside down rather than sideways. What do I do?
Rotate twice in the same direction or once each way from either button. 180 degrees is two quarter turns and the thumbnail updates as you go so you can see when it is right.
Will the rotation survive printing?
Yes, because it is part of the document rather than a view setting. Printers and other PDF software read the same rotation property. The one thing to check is that your print dialogue isn’t also applying an orientation of its own.
